HOUSE BILLS:
HB 1067 (Reeves) – Transferring certain cannabis licensing activities to the department of agriculture.
- Transfers the powers, duties, and functions of the Liquor and Cannabis Board for the licensing and regulation of the production, processing, and testing of cannabis to the Department of Agriculture.
HB 1341 (Wylie) – Concerning the medical cannabis authorization database.
- Allows the Liquor and Cannabis Board to verify excise tax exemptions through the medical cannabis authorization database.
HB 1346 (Hackney) – Removing cannabis industry barriers
- Authorizes out-of-state ownership of licensed cannabis businesses
- Modifies requirements about who must qualify for and be named on a cannabis license so that, generally, a natural person holding an ownership interest of 10 percent or less of the entity is not required to qualify for or be named on the license, subject to requirements.
- Authorizes Liquor and Cannabis Board (LCB) to impose additional licensing fees to recover costs incurred from investigating a nonresident required to be investigated.
- Requires the LCB to suspend the license of a cannabis producer if no activity was recorded on the license during a recent period of time, and requires the LCB to reissue the license if certain conditions are met.
HB 1347 (Reeves) – Concerning cannabis testing laboratories
- Requires Liquor and Cannabis Board (LCB) to accept the accreditation of a private cannabis testing laboratory by the Department of Agriculture (WSDA) as the sole basis from established the LCB’s certification of the laboratory, if the laboratory has not violated requirements established by the LCB.
- Specifies that ensuring reduction of redundancies between the agencies is also a requirement for the WSDA and interagency coordination team for cannabis laboratory quality standards.
HB 1348 (Hackney) – Concerning employee ownership of licensed cannabis businesses.
- Authorizes employee stock ownership plan (ESOP) to own up to 100 percent of the stock in a licensed cannabis business or a business that is an owner of a licensed cannabis business.
- Exempts participating employees, the ESOP administrator, and the ESOP trustee from certain requirements that otherwise apply to owners of licensed cannabis business
- Requires corporate officers and directors, or persons with an equivalent title, to qualify for and be named to the license, with respect to any interests held in a business owned by an ESOP.
HB 1141 (Ortiz-Self), SB 5468 (Stanford) – Concerning collective bargaining for agricultural cannabis workers
- Creates collective bargaining procedures for certain agricultural workers involved with cannabis production and processing
- Authorizes the Public Employment Relations Commission to administer and enforce these procedures.
SENATE BILLS:
SB 5206 (MacEwen) – Concerning cannabis retailer advertising.
- No licensed cannabis producers or retailers etc. may place any cannabis related sign or advertisement (any medium) within 1,000 feet of the perimeter of school grounds, playgrounds, recreation centers, childcare centers, public parks, libraries, or any game arcades that allow admittance of persons under 21.

HB 1066 (Reeves), SHB 1066 – Creating a data dashboard to track use of regulated substances.
- Requires the Liquor and Cannabis Board (LCB) to annually publish on its website information related to compliance rates; citations; health expenditures and outcomes reported to the LCB by other agencies; the amount of taxes, fees, and penalties collected from alcohol, cannabis, tobacco products, cigarettes, and vapor products; and occurrences and impacts of the inversion and diversion of cannabis.
HB 1203 (Reeves), SB 5183 (Nobles) – Prohibiting the sale of certain tobacco and nicotine products
- Prohibits the sale, display, and advertisement of any flavored tobacco, nicotine, or vapor product and any entertainment vapor products.
- Requires statewide prevention and awareness campaign for flavored tobacco, nicotine, and vapor products and entertainment vapor products
- Requires new signage about the prohibition to be posted by cigarette, tobacco product, and vapor product licenses.
- Imposes penalties, grants the Liquor and Cannabis Board enforcement authority, applies the Consumer Protection Act, authorizes consultations with federally recognized Indian tribes.
HB 1433 (Macri), SB 5201 (Salomon) – Concerning access to psychedelic substances
- Establishing a comprehensive framework for the access, use, and administration of psychedelic substances for those 21 and older. Recognizes the therapeutic potential of these substance and looks so create a safe environment for there use oversee by the Department of Health and the Liquor and Cannabis Board.
SENATE BILLS:
SB 5330 (Dhingra) – Protecting consumers from spiked drinks.
- Requires specified on-premises liquor licenses to offer drug testing devices for sale to customers to detect the presence of controlled substances in a drink.
- Allows a licensee to charge the customer an amount that does not exceed a reasonable amount based on the wholesale cost of drug testing device.
